Apostille stamps in the Philippines can be obtained to authenticate official documents such as Birth, Death and Marriage Certificates, NBI Clearances (Criminal Record Certificates), Certificates of No Marriage Record (CENOMAR), university degrees and degree transcripts.

Philippine Apostille stamps are issued by the Office of Consular Affairs (Department of Foreign Affairs). E-apostilles are available for birth, marriage and CENOMAR certificates.

Documents needed for submission in non-apostille countries (as well as documents required for Finland and Germany) are legalized by the Department of Foreign Affairs and require additional attestation by the embassy of the recipient country in Manila.

    Birth, Death and Marriage Certificates

    Apostille Philippine birth, death and marriage certificates. Original documents are required, issued by the Philippine Statistics Authority. A Local Civil Registrar’s (LCR) copy is required if entries on the certificate are unclear.

    Primary and secondary school certificates: a true copy from the school is required with Certification, Authentication and Verification (CAV) from DepEd Regional Office.

    Apostille Powers of Attorney, Affidavits and other documents certified in the Philippines by a notary. To authenticate a notarized document, a Certificate of Authority for a Notarial Act (CANA) is required. This Certificate is issued by the Regional Trial Court and must be signed by the Executive Judge/Vice-Executive Judge.

Apostille Certification

An Apostille Stamp is a simplified procedure of international attestation. When affixed to documents, Apostilles are directly recognised by the authorities of over 120 countries (Signatories of the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents Hague Apostille ConventionExternal link (opens in new tab)) as certifying the document’s validity, without requiring additional certification.

Consular Legalization
Consular Legalization is required when a document from the Philippines is to be used in a non-signatory country. In this case, following authentication by authorities in the Philippines, the document must be certified a second time in the Philippines by the embassy representing the country where the document is to be used.

Germany
Exceptions to Apostille Convention (Documents required for Germany)
Germany has objected to the accession of certain States to the Apostille Convention (including Philippines), so that the Convention does not apply between Germany and the Philippines. Philippine documents required for use in Germany may also require additional attestation by the German embassy or by the Philippine embassy in Berlin.
Finland
Exceptions to Apostille Convention (Documents required for Finland)
Finland has objected to the accession of the Philippines to the Apostille Convention, so that the Convention does not apply between Finland and the Philippines. Philippine documents required for use in Finland may require additional attestation by the Finnish embassy in Manila.
Certified Translation

Where Philippine documents are to be used abroad and where the receiving country has a different official language, certified translation may also be required. Isarey takes care of any certified translations required as part of the document attestation process, ensuring that translations are carried out and certified in accordance with local regulations.

Note that a certified translation on its own only provides assurance that the translation itself is accurate and true; it does not confirm the authenticity of the original document. The original document must be legalized for a certified translation to carry equivalent legal weight.

An NBI Clearance confirms whether a person has a clean criminal record in the Philippines. Applications may be submitted online to schedule an appointment at a National Bureau of Investigation office in the Philippines to provide fingerprints.
Expired Certificates (issued from 2014 onwards) may be renewed online without having to attend an office in person and will be delivered by post or can be collected.

New applications from abroad must first be completed at an Embassy or ConsulateExternal link (opens in new tab) to certify a fingerprint card. Certified applications can then be submitted to the National Bureau of Investigation office in the Philippines by post or through an authorized representative.
